Bullying literature question

We can't stop bullying because everyone will keep doing it even if it's a law. For example, in slake's limbo, slake gets beat up by some other students for not saying the pledge right. Nobody would know this happened because a lot people don;t get involved other people's buisness. Lastly, most people who bully others only do it cause they want to feel powerful and the other person feel like nothing. This is why you can't stop bullying.
